This implementation resource site supports planning, navigating, implementing, and problem-solving in ways that lead to manageable, compliant procedures and processes. The intended audience includes college administrators, faculty, and staff who work where policy, operations, and student opportunity meet, and who need tools that translate Workforce Pell requirements into concrete steps they can implement on their campuses.

Kelly Cooper has served as a vice chancellor and senior district leader for educational services, technology, and compliance, advising colleges on enrollment management, regulatory requirements, accreditation, strategic planning, and cross-campus initiatives. That work included mentoring administrators and faculty on curriculum and program development, distance education, CTE and work-based learning, institutional effectiveness, and integrated planning.

She has worked as a CTE strategy advisor, contract grant writer and subject matter expert for K–12 and community college pathways, supporting districts to secure and implement several tens of millions of dollars in awards for high-wage, high-growth CTE programs and dual enrollment partnerships. She also led data integration and accreditation projects, published open-source, accessibility-focused instructional materials, and serves as a U.S. Department of Labor and CA Division of Apprenticeship Standards apprenticeship intermediary and applied researcher in work-based learning.

Her academic background includes an Ed.D. in Organizational Leadership and Development and decades of teaching Computer Information Systems, Business, Digital Media, and Organizational Leadership at community college, undergraduate university, and graduate university levels. That combination of leadership, compliance, workforce, technology, and instructional experience shapes the tools, templates, and guidance offered through WorkforcePellSupport.org.
